Mildura Rural
City Council was created as a new municipality on 20 January,
1995 following the amalgamation of the former City of Mildura
and the Shires of Mildura and Walpeup.
The municipality covers an area of 22,330
square kilometres with the population being approximately
50,460. The municipality has a regional flavour given its
distance from Melbourne and its borders to New South Wales
and South Australia.
Council required a system to make it easier
for council staff to act in compliance with their purchasing
policy. They needed the system to prequalify suppliers, control
what purchasing behaviour is allowed by staff and route requisitions
to the person that is required to approve them.
Mr Tony McCarthy, Council's Central Purchasing
Officer said "Online purchasing with StraightBUY has
significantly streamlined the time and expense taken by staff
to source and purchase goods, and now enables the Purchasing
Administration to concentrate on strategy and added value
in overall council spending. Purchasing is simply now a better
job in which relationships are built across the organisation
that promotes decentralised empowerment methods along centralised
controls, strategy and business rules".
A real key has been the ability of the product
to import financial commitments into the main Financial Management
System that assists the Accounts Payable function, and reporting
systems to management. It has also been positively received
by local suppliers and has significantly reduced the time
taken for councils purchasing cycle to be completed. StraightBUY
has also been well received by various audit companies who
examine our Council's purchasing methods periodically, Mr
McCarthy added.
StraightBUY has been integrated with council’s
Fujitsu financials system.
